Personal Background:
Cliff was raised in Adrian, Oregon, the second of four children born to Bill and Ruth Looney, who operated a grocery store there until 1975. Cliff attended Oregon State for two years, University of Oregon for one, and Willamette Law School for three years.
Cliff was nominated to serve as District Attorney for Malheur County by the Republican and Democratic Parties in May of 1966. Cliff’s two sons, Dave and Doug, were born December 16 1966, three months after he was admitted to the Oregon State Bar and during his District Attorney service. He served as the District Attorney until January of 1970. Then in March of that same year, Charlie, Bob, and Cliff decided to make the firm “Swan, Butler & Looney.”
